Local leadership

Who defines priorities, leads responses and influences decisions?

Locally led action depends on local actors having meaningful authority over priorities, strategy and the use of resources. Participation matters, but leadership also requires the ability to make decisions and hold institutions accountable.

Questions for practice

Who sets the agenda before a programme is designed? Which decisions require international approval? Can local organisations adapt activities and budgets as priorities change? Whose leadership is recognised in coordination and public communication?

What ILLA explores

We examine decision-making arrangements, institutional incentives and the conditions that enable local organisations and networks to lead. Attention to local leadership also means asking whose voices are represented within local institutions, including women, young people and marginalised groups.
